Shuttle service from Mount Faber to City Tourist hub will be available at 9:45am, 11:45am, 3:45pm and 5:45pm. You can return back at any of these operating time.

As mentioned, there is no skip the line and the free shuttle was useless as you have to go to the city, commercial area, to redeem the voucher and then return back past where everyone stays in the tourist areas to continue to Faber Peak. You should be able to use the internet voucher printed on the bus and get on the bus at certain stops on the way to Faber Peak.
